Haven is proud of its experienced and energetic management team. Each member of the team is an expert in their respective role and is able to provide the highest level of support to partners and clients.

Paul Savignon MBE – Chairman

Paul Savignon has been a prime mover in the Gibraltar insurance market for the last 40 years. He was founder chairman of the Association of Gibraltar Insurers and Managers, now the Gibraltar Insurance Association.

In 1984, he amalgamated various local insurance businesses to form Norwich Union Fire Insurance Society (Gibraltar) Ltd in a joint venture with Norwich Union UK. Paul served as Chief Executive Officer, and subsequently as Chairman of Norwich Union (Gibraltar) from 1984 to 2002.

Paul has sat on numerous government and regulatory committees, including the Financial Services Commission. He also currently serves as Chairman and/or Director of a number of Gibraltar trading and property development companies.

Emilio Gomez – Non-executive Director

Emilio brings a wealth of finance experience to the board having been senior partner at KPMG Gibraltar and after merging, Baker Tilly Gibraltar, until his retirement from practice in 2007. Emilio is a Fellow of the Association of Chartered Certified Accountants and has been advising insurance companies for many years.

John Welsh ACII – Non-Executive Director


John has more than 30 years of experience in the insurance and reinsurance industry, coming from both an insurance company and Lloyd's Syndicate background. After beginning his career in motor claims, John switched to the insurance broking side where he gained valuable experience with both small bespoke brokers and large global ones. John's recent career has been on the treaty reinsurance side working for Hannover Re, currently the world's 3rd largest reinsurer, where he is currently responsible for clients domiciled in the UK, Ireland and Gibraltar, underwriting a wide variety of Property & Casualty insurance classes, including Motor, Property, Liability and Professional Indemnity.

John joined Haven as a Non-Executive Director in 2012.

Chris Lathey – Managing Director

Chris has worked in the Gibraltar insurance industry for the past 15 years beginning with 5 years at Aon, setting up and managing both direct writers and captives.  Chris took Red Sands self-managed in 2007, followed by Haven in 2008, and set-up Red Sands Life in 2009.  In 2012, Chris relinquished both Red Sands directorships to focus full-time on his role as Managing Director of Haven, a company he has been involved in since it was formed back in 2002.

In his role as Managing Director, Chris has a key focus on delivering a fast, efficient and quality service to customers, good control over underwriting and claims management, and further enhancing the financial strength and reputation of the business.


Joseph O’Connell – Claims Director

Joseph has 17 years’ experience in a combination of law and insurance. Having worked for many years in their UK operations, Joseph joined Haven in 2014 to oversee Haven’s claims operation through its various UK suppliers and established a claims team in Gibraltar. He is responsible for Haven’s Reinsurance Treaty and management of Catastrophic Injury & Large Loss claims.

Joseph joined Haven’s board as an Executive Director in 2018.

Shaun Cawdery - Non-Executive Director

Shaun Cawdery started his career in Gibraltar in the early 2000’s in the audit industry, focusing largely on insurance companies and investment funds. After 12 years in audit, during which Shaun had developed a core portfolio of insurance clients in his role as Audit Director, he moved into insurance management and assisted a number of general insurers particularly with the transition to Solvency II. Shaun developed an expertise in the Solvency II standard formula, developing a tailored modelling pillar 1 tool for his clients which integrated the GAAP and SII balance sheets and the technical elements of the pillar 3 reporting.

Shaun was elected as the Chairman of the Gibraltar Insurance Association in February 2019, having previously been in the executive team and the Chair or its Technical Committee. Shaun has previously also been part of some of the various committees of the Gibraltar Society of Accountants.
